History
His history on the Night Vale wiki
Cecil is not sure exactly when, or where, he was born. Presumably, he is Orlesian - considering his name, and the fact that he appears to have an Orlesian accent. But he doesn't remember much of anything really, and when he tries to remember that far back he gets agitated and stops bothering.
What is important, is that several years ago, there was a dwarf. This dwarf heard stories about an elven slave in Tevinter who had been tattooed with lyrium in order to give him extraordinary powers. Having worked with lyrium all his life, he was possessed with the idea of replicating the Tevinter Mage's success - and managed to talk a man named Cecil Palmert into being the subject of his experiment.
Naturally, it failed disastrously.
Not only had Cecil certainly not gained any special abilities - he now couldn't remember anything from before the procedure, and had gone a little - well - weird. Not wanting to face legal action from Cecil's family, he made a quick exit.
Cecil's sister attempted to help Cecil's memory in the aftermath, but gave up because it was Too Frustrating and he was Too Weird and kept yelling at her husband for having opinions. She keeps in touch, but rarely.
Since then Cecil spent most of his time as a town cryer in Val Royeaux, a job which - if asked - he will say he was literally destined to do. Until now. Now, he is literally destined to be the Voice of the Inquisition, whether the Inquisition really wants a Voice or not.
Personality
Despite how vehemently he will rant about his sister's husband, Cecil generally gets along with people very well, and is genuinely interested in them. He takes his job very seriously, and thinks he has a duty to tell people How Things Are though sometimes he also likes to take a sideways track into Why They Should Stay This Way, Why You Should Not Complain, or Why You Need To Lead A Violent Revolution Right This Second. But ultimately, these opinions come from a place where he just likes things the way they are (even if they are oppressive) and would rather the devils he knows than the devils he doesn't.
He finds comfort in knowing his place in the universe - as small and as significant as that may be - and likes to use his soothing baritone to comfort everyone else, as well, especially when the absolute worst is happening. This isn't to say that he doesn't get scared - he very much does, considering how often horrible things happen.
Cecil will constantly claim he 'doesn't know anything' and then will ramble about how no one can really know anything anyway. But - once he says something, he'll believe it, and then he'll defend it passionately in the face of any and all evidence to the contrary. Or sometimes he won't. Just know that it's a possibility.
Because of his lyrium tattoos, he has lapses in memory frequently, will contradict himself, and occasionally report incidents told to him by people who don't exist.
He also can be extremely petty, and will lash out at people who he disproves of, mostly passive aggressively, but sometimes in the form of ranting and sending an angry mob after them.
Strengths & Weaknesses
Strengths:

- Knowing what hair is good, and what hair is bad
- Actually Not As Bad As He Looks at fighting (with a sword), but keeps forgetting this and getting angry if he saves someone and can't remember it
Weaknesses:
- He has a very skewed world view and has some very very bizarre thoughts and can't help sharing them
- Will get distracted from important news by his own personal issues (which he will report on, like news)
- Probably more susceptible to demons than the average non-mage person
- does not have the best sense of self-preservation
Inventory
Nothing really notable - he doesn't even bring a weapon beyond the knife he uses for eating.
Motivation
When asked, he will say he was destined to be there.
In reality, after the Inquisition got to Skyhold he decided for himself that the cause was noble and just and that they needed a Broadcaster (whatever that is), and then over the following few weeks (on his way there) he managed to convince himself that he'd always been meant to go in the first place.
